Open DockFlip Merge PDF, choose two or more PDF files, put them in order with the up and down arrows, then click Merge and download the single PDF. It works on Windows, Mac, iPhone, Android and Chromebook, it is free with no signup or watermark, and the files are combined inside your browser, so they are never uploaded.
Why "without uploading" matters when you merge PDFs
The PDFs people merge are often the most private files they have: ID cards, bank statements, tax forms, contracts, medical reports, job applications. Most online PDF tools work by uploading your files to their servers, combining them there and sending back the result. Reputable services delete the files afterwards, but your documents still travel across the internet and sit on a computer you do not control.
There is a simpler way. Modern browsers are powerful enough to do the merging on your own device. With a tool that works like this, the PDFs never leave your phone or computer, there is no upload to wait for, and it keeps working on a slow connection.
How to tell the difference: a tool that uploads usually shows an upload progress bar and needs a working internet connection for each file. A tool that runs locally starts working the moment you pick the files.
How to merge PDF files in your browser (any device)
This method works the same everywhere, including on computers where you cannot install software, such as a work or school laptop.
- Open the tool. Go to Merge PDF on DockFlip.
- Choose your PDFs. Tap Choose PDFs and select two or more files, or drag them onto the page on a computer. Each file can be up to 100 MB.
- Put them in order. The files appear in a list. Use the up and down arrows next to each file to move it, the × to remove one, and Add more files if you forgot something.
- Merge. Click Merge PDFs. The pages are copied into a single document in a moment. The result shows its size and page count, so you can check nothing is missing.
- Download. Click Download to save the combined file, named
merged-DockFlip.pdf. Rename it to something clear before you send it.
We tested it with three PDFs of 9.1 KB, 9.1 KB and 9.2 KB. Moving the third file to the top with the arrows and merging gave one 3-page PDF of 26.3 KB, with the pages in the new order.
How to get the page order right the first time
A merged PDF in the wrong order is the most common mistake, and the person receiving it will notice. A little planning avoids it.
- Follow the order you are asked for. Applications often list the documents they want, such as form, then ID, then certificates. Merge in exactly that order.
- Put a cover or summary first. For reports and invoices, the page that explains the rest belongs at the front.
- Number the file names. Names like
01-application.pdf,02-passport.pdfand03-degree.pdfmake the right order obvious in any tool, and they sort correctly in file pickers. - Check the result. Open the merged PDF and scroll through it before sending. It takes ten seconds and catches a missing or doubled file.
How to merge PDF files on Windows 10 and 11
Windows does not include a built-in way to combine PDF files. The Edge browser can open and annotate PDFs, and Microsoft Print to PDF can create a PDF from one document at a time, but neither joins several PDFs into one. You have three options:
- Use a browser tool. The steps above work in Edge, Chrome or Firefox on Windows, with nothing to install. This is the quickest route for most people.
- Use a PDF editor you already have. Paid editors such as Adobe Acrobat Pro include a Combine Files feature.
- Install a free desktop app. Worth it only if you merge PDFs every day. Download apps only from their official website.
How to merge PDF files on a Mac
A Mac has two built-in ways to combine PDFs.
With Preview
- Make a copy first. Preview saves changes automatically, so choose File, then Duplicate on the first PDF if you want to keep the original unchanged.
- Show the thumbnails. Open the PDF and choose View, then Thumbnails.
- Drag in the other PDFs. Drag another PDF's icon from Finder into the thumbnail sidebar, at the point where its pages should go. Drag thumbnails to reorder pages.
- Save. Close the document or choose File, then Export as PDF to save the combined file.
With Finder Quick Actions
Select the PDFs in a Finder window, Control-click one of them, and choose Quick Actions, then Create PDF. Finder makes one new PDF from all the selected files. Name the files in order first, because Finder uses the order they appear in.
How to merge PDF files on iPhone and iPad
With the Files app
- Open the Files app and go to the folder with your PDFs. Move them into the same folder first if needed.
- Tap Select, or the … button and then Select, and tap each PDF.
- Tap the … (More) button at the bottom and choose Create PDF. A new combined PDF appears in the same folder.
The Files app gives you little control over the order, and menu names vary slightly between iOS versions. If the order matters, use Merge PDF in Safari instead. It runs on the iPhone itself and lets you move each file up or down before merging, and you can save the result to Files.
How to merge PDF files on Android
Android does not include a built-in PDF merge feature, and the options in gallery or file manager apps differ by phone brand. The easiest way on any Android phone is to open Merge PDF in Chrome, tap Choose PDFs, select your files from Downloads, Drive or WhatsApp documents, set the order and download the merged file. No app install is needed, which also means no extra permissions on your phone.
On Linux, the pdfunite command from poppler-utils merges files in the terminal: pdfunite first.pdf second.pdf merged.pdf. On a Chromebook, use the browser method.

How to merge only some pages from each PDF
Sometimes you need page 1 of one file and pages 3 to 5 of another. Do it in two steps:
- Pull out the pages you need. Use Split PDF to extract the pages you want from each file.
- Merge the pieces. Add the extracted files to Merge PDF, put them in order and merge.
The same trick removes unwanted pages, such as blank backs of scanned sheets: split out only the pages you want to keep, then merge them.
How to combine photos and PDFs into one file
Have a mix of PDFs and phone photos, for example a filled form as a PDF and photos of your ID card? A merge tool needs PDFs, so turn the photos into a PDF first.
- Convert the photos. Use JPG to PDF to turn one or more photos into a PDF. You can order them with arrows too. iPhone photos in HEIC format may need HEIC to JPG first.
- Merge everything. Add the new PDF and your other PDFs to Merge PDF and combine them.
Photos are the main reason merged PDFs become huge. Shrink them before converting, following our guide on how to reduce image size. Around 1600 px wide is plenty for a readable document page.
How big will the merged PDF be?
Merging does not compress anything. The combined file is roughly the total of the files you put in, sometimes a little less because shared parts such as fonts are stored once. In our test, three files totalling 27.4 KB became one 26.3 KB file.
That matters when there is a limit. Gmail allows 25 MB per email, Outlook.com 20 MB, and many application portals accept only 2 to 5 MB per upload. If your merged PDF is too big:
- Find the heavy file. Scanned pages and photos are usually the culprits, not text documents.
- Rebuild it from smaller images. Reduce the photo or scan size, convert again with JPG to PDF, and merge again.
- Split the upload. If the portal allows several files, send two smaller PDFs instead of one large one.
What is kept when you merge, and what is not
Merging copies each page as it is, so the pages themselves do not lose quality. Text stays sharp and searchable, and scanned images keep their resolution. A few extras work differently:
| Part of the PDF | After merging |
|---|---|
| Page content, text and images | Kept exactly, with no quality loss |
| Page size and orientation | Kept for each page, so mixed A4 and Letter pages stay as they were |
| Bookmarks and table of contents | Often not carried over |
| Fillable form fields | May stop working. Fill in forms and save or print them to PDF before merging |
| Digital signatures | No longer valid in the merged copy, because the file has changed. Keep the signed original |
| Password protection | Protected files usually cannot be merged until the password is removed |
Troubleshooting
The PDF will not merge
The file is probably password-protected or damaged. Open it in a PDF viewer. If it asks for a password, you need to remove the protection with the password before merging. If it does not open at all, download or export the file again from where it came from.
The pages are in the wrong order
Go back, reorder the files with the arrows, and merge again. If the order within one file is wrong, use Split PDF to separate its pages, then merge them in the right order.
Some pages are sideways
Merging keeps each page's orientation as it was. Rotate the page in the original PDF, or rescan it the right way up, then merge again.
The page or browser slows down
Very large merges use a lot of memory, especially on phones. Merge in batches of a few files, then merge the batches together.
The merged file is too large to send
See how big the merged PDF will be above for the fix. Usually one scanned document is responsible for most of the size.
Frequently asked questions

Open DockFlip Merge PDF in any browser, choose two or more PDFs, put them in order with the arrows and click Merge. Download the combined file. It is free, with no signup and no watermark, and the files are combined on your device.
Can I merge PDF files without uploading them?
Yes. DockFlip Merge PDF combines the files inside your browser, so your PDFs are never sent to a server. On a Mac, Preview and Finder also merge PDFs locally, and on iPhone the Files app can create one PDF from several files.
How do I combine PDF files on Windows 10 or 11?
Windows has no built-in way to merge PDFs. Use a browser tool such as DockFlip Merge PDF in Edge or Chrome, which needs no install, or a paid PDF editor with a combine feature.
How do I merge PDFs on a Mac?
In Finder, select the PDFs, Control-click, and choose Quick Actions, then Create PDF. Or open one PDF in Preview, choose View, then Thumbnails, and drag the other PDFs into the sidebar. Duplicate the file first if you want to keep the original.
How do I merge PDFs on iPhone?
In the Files app, select the PDFs, tap the More button and choose Create PDF. To control the order of the files, use DockFlip Merge PDF in Safari, where you can move each file up or down before merging.
Can I change the order of the files before merging?
Yes. In DockFlip Merge PDF, each file in the list has up and down arrows, plus a button to remove it. Arrange them, then click Merge. Numbering file names 01, 02, 03 also helps keep the order clear.
Does merging PDFs reduce quality?
No. Merging copies each page as it is, so text and images keep their original quality. The merged file is roughly the size of all the files added together.
Can I merge a password-protected PDF?
Usually not. Open the file with its password and remove the protection first, then merge it. Damaged files can also fail to merge.
How many PDF files can I merge at once?
You need at least two. With DockFlip you can add several at once, and each file can be up to 100 MB. Very large merges depend on your device memory, so merge in batches if your phone slows down.
